Land rights for rural women:

reflections on the PRONAF Mulher public policy

Abstract

This article seeks to understand how the guarantee of the right to land and the autonomy of productive processes for rural women can be consolidated through public policies focused on political and economic emancipation, in accordance with the objectives of the National Agricultural Policy provided for in Article 3 of Law No. 8,171 of 1991, and the guidelines of agroecology. In this sense, through a literature review and document analysis developed based on the literature of Siliprandi (2015) and Hillenkamp et al. (2025), it discusses how the legal and social invisibility of female labor in the countryside and the logic of rural patriarchalism impact women, who still make up less than 20% (twenty percent) of agricultural managers. Regarding the methodology, a qualitative approach of an exploratory and explanatory nature was developed, using as research procedures a literature review of works on rural public policies, land rights, and feminisms, and a document analysis of regulatory frameworks, highlighting the guidelines of the National Plan for Agroecology and Organic Production - PLANAPO 2024-2027 and the technical reports of the National Articulation of Agroecology (ANA) alongside the objectives of the Agricultural Policy provided for in Law No. 8,171 of 1991. Finally, the study concludes that guaranteeing fundamental human rights to equality and environmental sustainability is inseparable from the economic and political independence of rural women, which must be pursued through the implementation of public policies such as the National Program for Strengthening Family Agriculture - PRONAF Mulher.
